Yes. Two options are possible, and both work.
Server subdomain — for example, yourname.qwetru.ru. Works right away, nothing to buy, suits a personal page or a project that doesn't need its own name yet.
Your own domain — you buy it yourself from any registrar and point it at the server. A DNS record and an HTTPS certificate are needed; the server owner sets up both, and the certificate is free and renews automatically.
Changing the address doesn't change the site's content: you can start on a subdomain and connect a domain later, once you have a name you want to lock in. Hosting terms are on the Your own site on this server page.
